I haven't seen this mentioned before so I just give it a try. I have recognized a small difference between Suzuka with changeable weather and Suzuka with fixed sunny weather.
The course with fixed sun seems to have a lot of grass sprites off road while the other doesn't have any. I can remember that GT5P used to have a lot of grass sprites. I was missing this from Suzuka in GT5 but now realised that this just seems to be related to the dynamic weather course
To mention the differences related to the sky is, I think, not necessecary. The sunny sky always looks less dramatic on dynamic weather courses compared to the fixed scenary with ultra dramatic clouds.

yes, it's not a soda drink with sugar and lemmon flavour, but I guess a cold Sprite might come in handy now.
it's a way to simulate grass (no also not the drug) with semi transparent 2D textures, more or less.
