I have seen VW lobbies listed online - I'm not sure if they were for cruising or racing, but I don't think the guys are members of GT Planet because there don't seem to be any VW clubs or race series listed on this site in the online section. You are probably best off hosting your own VW room. You could set up a club and advertise in the appropriate online section. If you are interested in running a race series, I'll be happy to give you any advice, but I wouldn't be free to join in as I'm already committed to other series.
You can go to the community page at gran-turismo.com and search for clubs. With 102 members this club seems to be one of the bigger VAG ones (Audi, Porsche, Volkswagen), but I don't know if it's still active: https://www.gran-turismo.com/gb/gt6/user/#!/clubid/1007067/
