I thought the OP was talking about a HHO type of system that splits water into Hydrogen and Oxygen through electrolysis, and not about injecting water into the cylinders?

The electrolysis thing doesn't work because it draws a lot of current thus loading the alternator and then the motor. At best it'll produce enough hydrogen to compensate it's load on the engine. In reality - not so much, it loads the engine more than it makes it up on producing "free" hydrogen.
 
Because he'll already be in the red for years after spending money on the system before the money he saves on gas equals more than what he paid. By that point he may not even want the car anymore, and unless he's able to transfer it onto his new car, what was the point of buying it?! To be in the red and then go deeper into the red with the purchase of a new vehicle?

That's why I said go electric, hybrid or smaller engine if he's so worried about saving money on fuel.

Hell why not economic diesel engine while your at it. The systems don't cost that much and a good one actually runs under a 1000 USD from what I've seen. This isn't an alcohol/nitrometh engine build that is going to cost a ton. The suggest of buying a Electric car which is very expensive or a hybrid which is also wouldn't save him much. You'd have to take in the interest cost and the loan and we realize it would be a diminishing return. This is due to the cars payment (a month payment would be quite close to what a the unit costs) and thus to save gas he'd be spending more in car payment, insurance, and tags.

I believe that was the original system that he had to sue for to reimburse costs.

Exactly.

It was a hydrogen cell, a water reservoir of 2 liters and electronics. The demineralized water was converted into hydrogen which was sucked into the engine through the air filter.
