What about the Paintshop?

When the first shots of the game environment apears, it has somewhere a paintshop, where we would have the possibilitty to change our cars colors!!! Well, after I got the game I realize it does not exists...

But I heard a rumor that the Paintshop would apears after you get more than 4000 A-spec points. If it apears I could not find it.

Does anyone knows anything about it?
