That's you connection strength. The fewer the bars, the weaker the connection.

If anyone sees one bar, or even two, do everyone a favor and quit because you'll be lagging everywhere and killing the DR and SR of others.

Yeah it's lag. With 3 bars or behind someone with 3 bars, please adjust and keep a bit more distance as not to surprise / be surprised by sudden braking and sudden movements. Someone with 1 bar is impossible to pass as they'll be moving erratically from side to side.
