Well, that will depend on what the definition of "best" here. All the cars in the game handle differently and thus, different cars will handle different drifting styles. Personally for me, my favourite drift car is the Toyota Supra but other people will have different opinions to mine.

Question are you wanting to learn how to drift? And if so i can help you with that... I am starting rooms to help people learn how... I have a car set up that i will duplicate to you so we will have the exact same car... I am not saying i am the best but i am pretty sure i have mastered the controller and i am teaching myself tuning on the wheel so i really don't want to tell you much about that... But i will teach you what i know and give you a crash course on drifting... I am really patient all i ask is that you be patient with me too... That answer varies from drifter to drifter, there is no definite "best drift car".
 
silvia s14 - s15 both great big sweepers - s14 better on the tech side
you can also try the old apex 86 or the new gt 86 which is great (not the prototype one too much rpm)
if you want to get started on it you might try taking a 22b impreza and torque split it to about 85% to the rear wheels... should get you started smothly.
 
A good all around car could be the Nissan 350Z Fairlady, Toyota Supra Mk IV or a BMW M3 E92. I personally have different set ups for different type of tracks, so I never stick with one car.

For 4WD users.... I dont know. But the Subaru is good. Just don't forget to put all power to the rear. For the one's who keep saying that 4WD sucks, just try once with 10/90 and front 60 5 5 and rear 5 60 60 LSD. Its never as good as RWD, but its not the end of days... It is a game, and enjoyneering.
