It's not a hard concept – when someone consistently breaks the rules of the site, and has been warned by the moderators multiple times, they get banned. If someone has the word "Banned" in their title, then yes, they are banned, obviously (vBulletin's filter catches anybody trying to add it in manually). Sorry for being a bit rude, but this topic is being beaten to death after it's already dead.

No, that's wrong. Use the symbol that removes the title in IE and then make an avatar with banned written on top. voila. At least for IE users you would look banned.
