It's an electric guitar through some kind of modulating pedal.

You sent me down a rabbit hole with this one. Ian Moore uses this same effect in "Time of Dying" right when the band kicks in. But it turns out that he only uses it in studio. I was hoping to find a live version that showed the effect, but he ditches it on stage. Time of Dying is a great song, and I can't find it available to stream on spotify, youtube, or basically anywhere in order for you to hear that example.
