I am doing a b spec 24 hr race. I have resumed the race and now all the cars on the track have these tires. The game made me go out on these tires even though it is raining. when i pitted again the tires changed to rain when i selected them. But the AI still have the Sports Super soft tires. [I would put a photo in but I don't know how]

This is a somewhat known glitch with the resume feature, that is combined with a glitch that has been around since the game came out. When the game loads a race, even when the track isn't dry, the game assumes it is and sets the default settings to use dry tires. It plays hell on the Dream Car Championship.

Unless I'm misunderstanding what you are asking?

No thank you guys. I was confused because it was glitched. I was just wondering what to do. This doesn't have any long term effects will it?

Not sure if it's in any way related or not, but after the soggy finish of my 24 hours of Le Mans on Intermediates the game somehow put my car on Sports Medium tires, which I had never driven in the race. It may be a similar glitch though, with the game just not quite correctly keeping track of the wet weather tires. I did resume the race once after I had put the intermediates on... actually it may have been full wets at the time I suspended it and that I put back on for the first stint.

Sports Super Soft tires do occasionally appear even in fully dry races, at least in B-Spec. I'm not sure if anyone has ever tried to measure their performance to see if they are really just the tires that should be there, or equivalent to another real tire, or their own unique tire that we just can't get. I know my bob has won a race or two when the others were on them.

Iif you look at their tires when viewing a replay, they always have 'Super Soft' tires (except when wet).

I'm not sure if it's a glitch rather just the types of tires they use. I've been seeing it since the beginning, that's what makes me believe it's not a glitch. This also has been brought up in a past thread.

Here's a link with some info; Can you get super-soft tires?

Nope, not that we are aware of.
