What is the best/fastest way to get ALL the cars?

What is the fascination with owning every car in the game! Many of the cars in the game serve absolutely no purpose. Who cares if you own every car, play the game, get good at it and enjoy it for what it is.
It's an achievement, okay? Do you rather want 1000 karts?
 
I would propose a slight variation...

1 - get 20,000,000 before you start out.
2 - buy all cars in the UCD
3 - do 5 Seasonal Races to stock up on money again.
4 - repeat 2&3 as long as it takes

IMO, that is a better variation, and it's pretty close to what I did, which was:

1 - get 100,000,000+ before you start out
2 - buy all cars in the UCD
3 - do 5 Seasonal Races to stock up on money again and to break the monotony of UCD cycling (due to 1, you shouldn't really run out even if there are quite a few of the more expensive cars in the UCD at once)
4 - repeat 2&3 until you have the majority of the cars and only a few rare ones are left
5 - trade for the rare tradable cars in the marketplace and trade for and farm tickets to get the untradable cars

But as people have said, even that is a lengthy process.

You might want to specify how you get past the 20,000,000 limit. I am guessing you had friends/alt account grind some remote races with your 6 B-Spec drivers and got each of them up to 20,000,000. They you just cash them out as you run out of credits.

The quickest, easiest way? Buy the PS3/PSN account from someone that has already done it.

You left out the part about storing credits in your drivers in the original post.

Yes, they can, provided they're shared online. Money collected while they're online is collected on the server, which isn't tied to your game save and is unaffected by the 20,000,000 limit. There actually is no limit (or none yet known) to how much an individual driver can hold, but it is effectively limited by your 20,000,000 offline limit, as when you receive, everything above 20,000,000 is discarded.

It is possible. But, you're looking at OCD, trophy cars, and trading to get there legitimately. If you do it that way, I can't see it happening in under a year, probably more like 2.
 
I just finished my collection yesterday and only 5 of the cars were through trades. My advice is don't buy it if it's a gift car, grind seasonals(I did Ferrari La Sarthe mainly), use the remote racing widget until you get down to the last few standards so you don't miss them when they pop up in ucd, and do the B-spec seasonals when you don't feel like driving(I would surf the web and b-spec grind). If you can, check the ucd every 5 cycles do you don't miss cars. Use this http://gt5cars.net/used_car_searches/new to find when cars will show up.

MAN, you guys are awesome. And just as crazy as me. I only just bought the game now fearing my Obsessive Compulsive Disorder might kick in. And it has! ACK!!!

Be careful with this site. It is an excellent resource, BUT it hasn't been updated in a long time. So, the chances you will find yourself in a dead spot are much higher than with the GTP thread. The link I gave you to the Used Car thread is much more up to date. Although TornadoAlley's presentation isn't quite as user friendly as GTCars interface, once you get used to thinking of the cars in a backwards right to left way, it's easy (sort of like Neo only seeing code instead of the Lady in the Red Dress.).

It is possible! I have all cars 0/0, plus lots of colour variants. (~ 1400 0/0 Standard cars.)

A few other guys have 'em all too. ''Sharky'' is one that comes to mind.

I'm currently collecting a ''black'' version of every car possible.
