What is the purpose of zero-mile cars?

Why do some people covet 0-mile/km cars over used cars? I am not talking about normal people who are searching for a single (or maybe even a few) car to race with so that they don't have to pay to rebuild to get top performance, I am talking about the threads you find in the marketplace that have hundreds of 0-mile cars. I found this recently in a thread in the marketplace:

"RULES:

* You must send me your car first (you can check my 100% positive trade history).
* You must send me the EXACT car we agree upon (i.e. "Ford Ford GT LM Race Car" IS NOT THE SAME AS "Ford Ford GT LM Race Car Spec II", or "Road Car" IS NOT THE SAME AS "Race Car", etc).
* You must send me the car with 0.0 miles on it, unless otherwise agreed upon.
* If you send me the wrong car, or a Used Car, I will NOT waste a trade slot to send it back to you, and I will NOT send you my car.
* You must send me the car within 3 hours after trade reset, unless otherwise agreed upon. This means you must send between 7PM-10PM EST.
* If you do not send within the agreed upon time frame, our trade agreement will be considered VOID, and I will give your spot to someone else.
* Violation of any of these rules will instantly void any trade agreement, and you will lose all cars in the process."

What is the purpose of this kind of behavior? Can gamesaves be sold and used by other users? If so, I guess I can see the rationale in something like the above nonsense; but if not, then just WHY?
 
Some people are very serious about only having 0.0 mile cars... For a reason which I don't see...

I'd rather use the cars and enjoy the game.... Not use a few and let the rest dust down in the garage...
 
The only rational reason I can think of is that you know a car with 0km doesn't need an engine rebuild or chassis restoration.
 
One reason some people might want 0 mile cars is that a lot of people have "broken" their new cars by not putting oil in before they drive them and therefore are not able to obtain the max horsepower
