If it's a stage instead of a track, how long does it take to complete?

It's called the Citta D'Aria, how long it is depends on the car your driving, I think it's about as long as the Grand Valley.

No, it's all on roads, you can download video's at www.ign.com just do a search for gran turismo 4 and click on the video's. theres a couple of good ones of that track, you can use any car on it so it doesn't class as a rally track.
 
I've thought about passing points on that course. I can't seem to find any decent ones. You'd pass just fine if you're overpowering your opponent, but many of the turns are so sharp and skinny, that it makes a better tarmac rally location than an actual race course.

The back section leading up to the start/finish line is wide enough for one (maybe one and a half) car to go close to all out. The section from the start is enough for side by side - barely.
 
The track takes about 2 minutes and 10 seconds to complete. Faster if u have a faster car. The time is based on a subaru impreza.
 
2 minutes and 10 seconds in an Impreza, if you stop for gas!
 
Ouch.

Yeah, the GC8, if tuned properly, should own that course.
I think my choice will be an MR-S or something, though.
