What's the best way to shrink pics to avatar size?

I got my present avatar from a GT4 avatars thread in the "Photography and Graphics" section of GTPlanet. But I want to shrink my own GT4 pics so I can use them in my avatar. The only photoshop programs I have are Microsoft PictureIt and Picasa2. I can only shrink pics with PictureIt, and they end up looking really messy. Please help.

Paint i guess or photoshop.

It doesn't matter any more...GTP adjusts the photo itself, so it doesn't look bad when it's shrunk down
