What's the deal with SuperGT cars that are the same but have different levels?

Just like the topic.

What's the difference between a Lexus Bandai SuperGT Level 19 model vs a Level 21? They appear to have the same specs.

I like the Bandai but I want to buy the "better" model if it is indeed better.

It is only the painting which differs, maybe the racing teams with a higher level are more successful in real life. Or PD felt bad for placing the same car 5 times at the dealership and changed lvl for some.
 
I've been curious about something similar. Some of these Super GT cars in the actual Super GT race are comically slow, even though they have identical specs when you drive them.
 
i have felt slightly different levels of agility and handling in some jgtc cars.
I think there are differences but they are very minute.

acceleration, performance should be more or less the same as they are weight and power restricted. I wonder if one can be modded more than the other (seems plausible, will check that out)

Turns out I was looking at the Bandai Lexus which is an 06 model while all the others are 08s with revised aerodynamics. Still though that doesn't explain the level 19 GT-Rs and the level 20s. Looked at the specs, read all their info nothing seems different.
