Are the options much different from the console version? Is it free, or do we have to pay for servers? Are there enough people racing still?

SRS is probably the best bet. The PC version suffers from the same problems as the console version or any racing title as far as public server racing goes; your choice generally consist of GT3 at Spa or a track day at the Nords, races are often too short, plenty of idiots who don't know how to navigate turn 1/lap 1, etc. Only done a few SRS races but they offer a much better solution for online racing (though it's not completely immune from the turn 1 heroes either).

By the way, a mate of mine is donating some parts of his old gaming PC to me, & I might just be able to cobble together something half decent from it! It's an i5 on a motherboard with 8GB RAM, might be a mid range/budget graphics card thrown in as well as a few other bits & bobs. Will have to wait & see what he digs out...

Not by default but I think there's an app that will allow you to setup a track rotation, so you can pick a few tracks ahead of time and it will cycle through them. Or something like that, I've never used it. In PC Land it's fairly common to just stick to one track and do lots of races at it. I found I actually prefer this method to the track rotation method because every race gets a little better as people get more familiar with car/track combo, by the third or fourth race most everyone is really dialed in and the racing is great.

i5 is plenty good for AC, you might want to double that RAM if possible (RAM is fairly cheap) but 8GB will probably suffice to get you started. If you can get a GTX9xx or better GPU to put in there you'll be good to go with AC for as long as you want to race it because it's not receiving any further updates so no worries about a performance dropoff after a big update. You might not be able to run the graphics settings at full blast but honestly AC looks almost as good at medium settings as it does on high settings, and even with everything turned down low it still looks plenty good.
