Where are the ferrari and european tuners.

Pictures preferable Ibiza also as I can tune to a higher level.
By european I mean the CCXR, spyker, bugatti and where are the caterham and arial tuners.

Ferrari is exactly where it was in TDU1 in Hawaii (down town Honolulu) and in the south city on Ibiza.

Currently you cannot tune any Ferrari. At least with PS3 it's not available.

Yup, Ferrari's are untuneable. Probably for the same reason the 458 is missing from the 360 version. But, when you buy a Ferrari, down in the right hand corner are three symbols for tuning, painting and stickers, All the Ferraris can't be painted or tuned, but you can put stickers on them.
