How do I determine which spec I have?
how do i get the spec updates?
how do i install?
what data will i lose?

Check your dealerships. If you cannot see the Ferrari F2007 F1 car in the Ferrari dealership, you have Spec I. If you can see the Citroen GT by Citroen in the Citroen dealership, you have Spec III. Otherwise you have Spec II.

By loading the game while connected to the internet - you will be prompted to update to the latest version.
