Who is this GTA III character...

Here's a cropped screenshot from the GTAIII loading screen. Most of the characters are obvious and I've identified them, from left to right they are - El Burro, Miguel, Misty, Salvatore Leone, Donald Love, Maria, Kenji, 8-Ball, XXX, Asuka.

Who is character XXX? I don't recognise him as any charcter from in the game or any of the missions....

Some of those don't look much like their game counterparts at all (esp. Salvatore), the character art could have been done at different stages throughout production and maybe whoever that is didn't make the cut.
I found this while googling, and it eliminated pretty much all my suspects. Except Marty Chonks. I suppose it could also be D-Ice, but that's not too likely :D.
 
I dunno, I've always wondered that, it could maybe be a picture of Ray, but their is another picture of him that looks pretty damn different, but it's pretty hard to tell.

Ray's on the loading screen when you cross over from Staunton Island to Shoreside Vale or Portland. Here's a pic of him:

So it's not him. I'm just curious to know. It might be a character who was removed from the game.

Isn't it odd that there's no artwork of Claude, Tommy Vercetti or CJ in any of the games? Everyone else has their own stylised artwork of them.

I know there is a pick where he looks much different, I just can't think who else it would be....

I think it's just a random mob guy, nowhere to be found in GTA 3, but was placed there to boost the "Mafia" aspect of the game. That's my theory.
