who makes the simulation programs f1 teams use?

And why don't they sell the program to the public as a racing game? Or are they not much different from iracing?

They make them in house, or at least Williams does. Read here and pay particular attention to jimmy123.

But the main reason why it isn't sold to the public is because of licensing issues. The track owners license the imagery for the use by the teams. Also, another reason could be that the simulations may not be running on IBM-compatible PCs, more likely to be Sun SPARCs.
