Licences...

Their licences with manufacturers etc seem to cover about 4 years, so they can't continue to sell a game with cars included that are no longer licensed.

Some of the cars have probably been re-licensed, but the new licences might be specifically tied to future games and not include FM7.

Plus they would still have to go through and delete anything where a licence has ended, which they're not going to spend time and money doing.

Like the BRZ in the first The Crew game. They removed it in late 2019 because of license issues. But if you still owned the car before they did that, you could still use it and all its specs. I learned that a little too late on my PS4 save...
