why didn't they include the RS4 (B7)?

I love that car, as a matter of fact I am thinking of buying it for real

they did include as standard the B5 model, and several versions of the RS6

I just wonder why they did exclude the recent RS4

The same reason as any other car that isn't in the game isn't in the game.

Either:
They didn't know about it or
They didn't want it or
They didn't get a licence for one or
They didn't get hold of an example to model or
They didn't finish the model in time.

For some reason people always think it's one of the first two. No idea why.
