I really wouldn't care if the FIA started awarding points based on every starter, but then I think teams wouldn't be satisfied with one or two points...only a double-digit points-scoring finish would be of much value. At the end of the race, or the end of the season, sponsors and owners/principals don't care a lot whether you scored 4 points or 40 points on the year, they want to know how many other teams did you finish ahead of, such that TV exposure was maximized. Even then, are they getting much return on their investment or are they in the game because they enjoy being a part of it?
I think awarding points to all finishers is an that wouldn't really affect anything other than confusing the fans. So what if CaterhamLotusAirAsia / GreenCarWithYellowStripes has the same number of points (zero) as VirginMarussia or HRT? Most fans know that Caterham was quicker and showed more consistent pace all season (when they didn't break down), but very obviously they never ran in the top 10 for much of any races. Yes, they try hard, but what team doesn't? Extending points-scores to say...12th place, appears to be a magnanimous move, but it doesn't really mean much. Williams scored just a handful of points, but by their measure of standard, they might as well have scored nothing at all. It's relative, and adding more points-paying positions isn't going to be a magic salve that will keep teams afloat and keep them dumping money into F1.
Every year, there's teams and constructors that don't score any points. The only notable exception was 2004 and 2005 (only 10 teams), and that's only because Minardi made darn sure to finish the 2004 and 2005 United States Grands Prix.
If fans were really that interested in the idea, they might as well retroactively crown Gerhard Berger, Eddie Irvine, David Coulthard, Michele Alboreto, Gilles Villeneuve, Carlos Reutemann, and Felipe Massa as co-World Champions for no other reason than we now need more champions in the sport to go along with more points awards.
