I m currently grinding some xp in the eifel race of the lightweight cup.
I m using a daihatsu ofc-1 concept boosted to ~430 pp.
As the event is limited to 420, i added some weight. But every ~5 races, i need to add more because the car gained 1pp...

So why is it gaining pp? I d have thought that, as the millage of the car goes, it would loose hp and so pp...

No, as its newish you're still breaking the engine in, adding hp and thus pp

If it's new, the engine will be breaking in and gaining power.

It being a new car whose mileage(total distance of running) is less or 0 kilometers, the engine breaks in as the car runs to some extent. But after driving many times both the horsepower and performance point start decreasing until you exchange the used "fuel" to gain the power back.
