Why Does Windows Underline?

I've always been curious...

How come in dialog boxes, preference panels, etc., Windows puts little underlines under some letters? Is there a prupose to them?

I think they're keyboard shortcuts.

Yeah. You just press Alt in conjunction with the underlined letter to perform that function.
