Much better than last year. Looks simpler like the 1990's designs.

Sure, it can. See the GULF livery for reference. That livery is so overused, it has become one of the most boring and bland liveries.

Look at just about every Lancia rally car from the 037 through to the Delta Integrale. Many of the early Ford Focuses - from 1999 to 2004 - also used it.

Although I wouldn't call it "over-used" by any means.
 
Until it reaches the level where everyday people are putting it on their everyday cars, I don't consider it overused. Unless I'm missing any race cars currently, it's only on the Williams F1 car and the Starworks LMPC.
