I think it may be a virus to be honest, seeing as I've just been to the site and the only link on it is to download setup.exe, they've coloured the text "End User License Agreement" to make it look like a link, but it isn't.
Discard this if it's wrong.
It's just a misuse of the inbuilt messaging service of Windows. It's no virus or spyware. That's why they provide an external link where they can infect your computer. The messaging service itself is not harmful though. If you don't klick the link and don't download anything, there's no danger.

No. That message is generated externally and comes through the Internet. It is being sent to many computers. All that have a running and unprotected messaging service get to see that message. So, it for itself is not dangerous, it's just annoying.But something is on the computer causing the message to appear, so a spyware scan should be done.

If it has the messaging system activated and has no firewall or ISP that blocks the appropriate ports: yes! It works for other Windows versions like XP as well by the way, it's just that the XP firewall blocks it. Additionally, XP has the messaging service disabled by default.So every computer running Windows 2000 gets that exact message?
