Exactly. It is pretty common here, too, in winter when the ditches fill up. A couple years ago a MI State Trooper did the same thing in front of the house. He didn't look that far in, but those 2wd Tahoes probably don't like snow to much. I'm guessing he was turning around to pull someone over and went to far.
