How do you get the x2010 I'm a new player and I keep seeing threads about it but not sure how to get it

There are only three ways to get it:
1) Win the Sebastian Vettel Challenge by getting at least bronze on all 3 tracks.
2) Get to level 35 B-Spec.
3) Purchase when A-Spec or B-Spec level is 40.

I think you can get it by buying DLC as well. I have not done any of the things you mentioned, but still have this car.

That's the X2011, not the X2010. The car also was (keyword is was) available via:
D) Trading prior to March 2011.
E) Logging onto GT5 from October 9th until October 16th as a reward for Vettel winning the F1 Championship.

Used car dealership or a 1000 ticket. Or you could trade for it.

An opportunity to test it, run races with it and so on, but that does not allow you to keep it, is that you borrow it from a friend who has put it online. If you send a friends request to me I can put all mine online for you to test.

No, because its level 40.
