Zero miles used cars

When you buy those OCD cars with zero miles do you have to break them in also. I notice a hp difference on some of the tunes for the Audi Lemans Quattro compared to mine wich leads me to believe they have to be broken in. Any input on this?

You mean prize cars? The ones you win when completing A-Spec/B-Spec races?
If so, then yes. Same applies.

But, if you mean cars given to you by your friends, then that depends. When a car is gifted to you by someone else, the specs don't change at all. You will get the car in the exact same condition your friend had it before sending it to you.
 
Prize cars, like green ticket prize cars are brand new without broken-in engine or oil change so NO it does not apply.
