I bought the Zonda in the onlIne dealership and the HP won't go up its stuck at 923. Is this just me or?

All the cars from the ocd are already broken in. After adding all the tuning parts/mods you will be at max hp. 👍

To help further...
Any car bought in the Used Car Dealership or the Online Car Dealership DOES NOT need to be broken in. If it has a lot of miles (over 7,000 or 8,000) the car will never reach max HP. Even after rebuilding the engine. Any car bought with low miles from the UCD will probably have the max HP. All premium cars bought from the New Car Dealership need to be broken in. The norm is 200 miles. Race one 200 mile Laguna Seca B-spec endurance race and its done. Any car won as a prize ticket from any race or the birthday car ticket needs to be broken in, even if it is a standard model and not a premium.
