I believe they should change as well. I might be wrong, but since the first update of the seasonal events before January and i noticed the "New" sign was gone. Most likely it's updating as well.
That's how I ended up.
First 2, I built the hell out my my cars, only to win by over 40 seconds.
The last 3, I did the basics, oil change,ecu,filter and cat bypass and slicks.
Much more fun that way.
I fell asleep @ 11pm, after grinding all day to get to 14mil.
Wake up in with one race left of my 12th Dream Car Championship,
13.8 in the bank after midnight.
Finished the championship, only to find the dealership had changed.
Chaparral of course was gone, Jag race car was now in used cars.
Bought it, started another championship. Once that finished,
back to used cars. WTF, another Jag. It's never come up there
since I started the game

Its like the regular Used car section. controlled by PD it only updates when the seasonal even changes. There are some rare cars in there, rare meaning they don't show up as often as they do in the UCD.
I bought a '74 Countach there last night. I wish it was the later one, and wish it wasn't orange, but oh well. This gives me a standard car for b-spec to use in the supercar nostalgia and in the Lambo only event if I can tweak it up enough. (do wish it was a premium though, shame that Automobili Lamborghini got short changed a bit compared to Ferrari. I'm sure Enzo is laughing at Ferrucio over it. :/ )
