You can still view the forums if you're banned, you just can't post or send any messages.
 
When you're banned, you can still log in, so you can see the PM from a mod about why you were banned and stuff. But you can't post anything.

The posted date on that post is Sep 04, 2010. According to the Banned User Log, he was banned on Dec 30, 2010 and again permanently on Feb 15, 2011. Old posts that a member made before he/she was banned remains on the forum as long as it does not get deleted by the staff.

But yeah, being banned you still have your profile, you just can't do anything with it.

He had actually silent-banned (banned without logged) for a useless post for a week. He returns December 22, 2010 (and I asked him). :)
