If you do a search for rare (used) cars, you might turn up a color list and what days they're available.
However, I tried to make a complete listing of all the used cars on a particular 10-day segment, and it took me about 2 hours to complete the list. So multiply that by 60, and you have a ridiculous amount of time wasted on something that can be discovered by a little patience, or by just buying a gameshark.

And, um, actually, I never mapped the colour numbers to their actual names. So you can tell what days cars of the same model and colour appear, but without checking one of those days you can't tell from my chart what the colours actually are...

It's not that hard or time consuming to get all of those. Except maybe the Endurance ones because of the stupid random prize system. And the License tests one could take a while as well depending on how good you are. As for the rest, I got all those in less than a week.
No. It's pretty much impossible on some of the test that involve precision turning. Spent 10 hours on the RX7 one and best I could do is half a second away from gold. And I can't even imagine doing so well I shave off more than that.Yeah I imagine it would be difficult. It took me one year of intensive driving to get all golds, and that was using the PS1 analog sticks. With the PSP's control you'll have even less precision. All the best though 👍.
I think the PSP runs a few frames short because when I watch YouTube videos of licence test, the cars grip a lot better in turns. I suspect either the 60fps patch has that side effect, or PSP runs a few frames short causing the opposite effect.
I'm aware this post is old but just incase its relevant to someone now.
