I know how it feels! This stuff is incredibly hard to read without going mad at my citizenship haha!

Enroll in US college for a year and you should good to go as a "legal resident".
 
I could see them using GT6 for the first time trial the rules talk about. Very curious about what is used for the racing though...

On a side note, I was reading the rules again, it doesn't seem to specify that 16 will be going to Silverstone, it just says something like "the top contestants will advance to Silverstone..." I wonder if it will be 16 again.
