past weather dictates there's a good chance of rain in march at atlanta. it's one of the reasons why they moved it back a few years ago
If that's the case, then NASCAR shouldn't race anywhere because they've had weather in the past.

you're missing the point. of course there's the risk of bad weather every race but why would you move it to a month where there's an increased risk that you are going to have issues with rain
They would have been racing in Phoenix this weekend if the schedule wasn't changed. It's suppose to be rainy there today as well.

NASCAR can't win.

Under your own logic, should the races at MIS not happen in the summer because there's an increased risk of rain and thunderstorms in June and August? NASCAR can't control the weather.

they can't control the weather but they can help reduce the risk of a race suffering rain delays by looking at past weather history. march is historically the wettest month in atlanta

No, it was from the other 3 car. Actually it was from the 24. NASCAR is using the scoring pylon on lap 24 to judge who caused the cautions.
