Impossible to get them, unless PD decides to add them via Seasonals.

Not true. I have a 23 ticket and it's a great one to have. It pretty much gives you every pricey race car. You can trade for it or get it doing endurance races. I think the same goes for a level 22 ticket since it's also listed in the "birthday and level ticket car list" post that's at the top of the forums.

The Gran Turismo Expert seasonal from about 8 weeks ago. There was a Fiat one for a 21 ticket, a Lotus for a 22 and a Subaru for a 23 ticket.

Good luck winning these. The expert tuners here at GTPlanet have a few tunes for this. It's not easy.

Uhh i just got 21 22 and 23 from the Expert Challenge seasonal event. Could have beat the subaru challenge by 6 sec but decided to take last 3 turns carefully since I had tried probably 50 times. Won by 4.2 seconds though.
