Probably because there is an RX-7 seasonal event just like there was a Nissan GT-R seasonal event (still there I know) so it opens up those options, the '01 RX-7 is the most powerful stock I think so I guess it is in relation to the events. Plus one or two "rare" cars (like the 2000GT which was most appreciated).
