You don't have to do it, it's completely optional. Things to take note of , GT5 also has a break in period for engines, after about 600 miles you get a horsepower boost that stays until your get engine degradation sets in, then you have to do an engine rebuild, basically putting a new engine in the car if you want to get your power back.

Now this is news to me. I didn't know the horsepower increases after 600miles! I usually buy or plan to buy 2 versions of the same car. One completely stock without a single change. Though I found I had to do the oil change on a brand new C63 to get the 457hp as per the manufacturer specs. I guess I will drive it for more than 600 miles and find out what happens. cool!
 
I always change the oil before driving any of my cars for the extra hp bonus. That way I dont waste my money doing an oil change on a car I might never drive.
 
For used cars its a must. For new cars is not necessary but you still get a fair HP boost if you do so. Around 20 to 25 Hp to be exact. For 250 Cr. its a bargain!

A Red Bull X2010 comes with 1438HP if you do an oil change it will go to 1509HP so its worthwhile doing on some cars.

Just to see if it would do anything noticeable, I also did the engine rebuild on the X1 and it took the power to 1550 HP.
Since that rebuild, I have let Bob use it for grinding and he has put 7,200+ miles on it. It is only down to 1531 after you do an oil change.
So, the rebuild does provide some benefit (whether 41HP is worth 500K credits is another argument) but you probably don't need to do another rebuild for at least the next 10K miles.

To have so much gains, the "oil change" in GT must probably at least also change the air filter and clean the engine intake. In real life cars don't lose power with old oil. Some special additives do something on that aspect, but probably more than 10 times less than what happens in the game.

Chances are, it’s a switch from standard OEM oil to a high-grade, low-vicosity “racing” oil. That would indeed bump up power, but some of these figures might be a tad exaggerated (and others would already be using the said oil, e.g. X2010).
 
Is it true that if you dont do the oil change before the first drive you will not get the HP boost if it done at a later time? That seems rather strange to me considering your still changing to a racing grade oil.

No it is not true, you will still get a power boost if you do an oil change later.
