1) If BOP is "ON" can cars in the lobby be tuned?

2) Can BOP be "ON" if all the cars are the same make and model?

BoP has nothing to do with tuning (irl).But in GTS almost every time there is a BoP race,there is also not option to fine tune the car.With that said (2) yes you can.

That only applies to SPORT mode (and may change), Lobby mode BoP=ON setting allows tuning everything but the weight and engine power.

Sort of. If you select an oval track for a lobby with BoP on, the other settings are locked. The exception to this is if you choose Gr.1 cars, in which case the BoP will set to “Road Course”, with settings enabled. Weird.

For lobby mode you should be able to select BoP races with either settings enabled or settings disabled. Perhaps in some future update.

Thats true.
When BoP is on in user lobbies it works like it does irl.
When Bop is on in "Sports mode" it works in PD way (and that is not how its done irl).
 
FYI if you are in a open lobby with BoP on you need to exit the course to make any tuning changes.
