Are the headlights on? The headlights do make a difference, it could be your tv settings or maybe you did not turn the lights on?
If you think visibility is bad with headlights, trying running around the green he'll in a NASCAR in the rain at night.
That makes everything else seem much brighter.
Something that seems to get hugely overlooked by this community (evident in the fact that nobody is voting to have it fixed) is that the headlights are broken in this game. I've demonstrated that a month or two ago with supporting photos taken straight from the game's photo mode, wherein I shown that if you're going up a big hill your headlights don't shine up the hill properly, but instead continue shining perfectly horizontally which means aiming down at the road and making it impossible to actually see anything but darkness ahead of you. In the submitted photos, I shown my mustang with a patch of light barely large enough to illuminate an entire sofa.
They're broken. Period. People can argue about whether they're too bright or not bright enough, but from my photos it appeared that they weren't too dim but simply useless on inclines. In real life, your headlights shine up a hill when your car is going up a hill, but in GT5 they do not.
I'll see if I can dig up the photos I used.

EDIT:
Here it looks as though my headlights are shining plenty brightly. One is brights and the other dims, but I forget which order I took them in.

Now, here I am going up a hill. Note how my headlights go basically nowhere. This is doctored in no way. It is straight from photo mode.

It's hard to tell in this shot but was obvious on my TV when I took it, but my tail lights actually illuminate a larger area, all the way to the bottom of the photo.

I'm mixed colourblind and have problems with these levels (Inc snow levels!).
I raised a thread about this and had a very handy tip - use the brightness setting ingame. I've managed to gold the S10 race and done the Tuscany race now so I'd give that a go!!

I believe this was fixed in the last patch. Try it again and see.
