are some cars ONLY winnable?

I noticed that many of the SAFETY cars in GRX are not listed in the Grand Central Autos to BUY.

Just curious are those only winnable? if so, what do you need to do to get those?

You buy them in the Mileage Exchange.

The Nissan GT-R Pace Car cannot be bought. It is a Driving School prize.

Yes, some you can only get from MiEx and some only as prizes.
