They do need to tell us exactly how they are working out the points. I know PD like to work in mysterious ways but it's a bit annoying when the points system in the FIA races seems to be so random!
I know there is plenty of sound theories about but why PD just can't tell us how it works is beyond me.
You've not told us what ranking everyone else was, so it's rather difficult to guess. The "Group Average Rating" - mean of everyone's driver rating - determines the largest multiplier for the points.
I believe the SR has a bigger impact than the DR. (High B, S ranked)

After signing up for the Gr.4 race at Mount Panoroma and being put alongside with Gr.3 cars and being rammed by one of them that I overtook because he was going SOOOO slow and having my SR tumble, I'm done with the championships until they leave the "test" seasons and iron out all the issues.
BTW, I got like over 300 points for placing 11th in that joke of a race, so dunno about your 150 lol.

DR is the main thing.Also your finish position.
First race you finished 19/20 -75 points-.
Second you finished 4/20 -618 oints-.
Its logical to get way lower points for finishing 15 places in the first race (compared to your second).
I have no idea how it actually works but I've gotten my biggest points from my most clean races where I've driven consistently and managed to gain a lot of positions.

SR and, probably, qualifying time are key to determining the matchmaking. DR and finishing position are key to determining the points (and XP, for reference).
Let's make some assumptions here:
As DR was originally a two digit score, let's assume that a DR of S is 100, A is 80, B is 60, C is 40, D is 20 and E is 0. It's probably not true, but let's assume that.
Then let's assume that positions have a base points score of 20 for first, 18 for second and losing one point per position until 0 for 20th.
In your first lobby you finished 19th. That's 1 point. The Group Average Rating was [(3x100)+(11x80)+(6x60)]/20. That's 77. 1x77 = 77pt.
In your second lobby you finished 4th. That's 16 points. The Group Average Rating was roughly [(1x80)+(10x60)+(9x40)]/20. That's 52. 52x16 = 832pt.
Since you scored 75pt in the first and 618pt in the second, that tells me that my assumptions on the numbers are slightly wrong, but that the principle is pretty much right there.

I can see a partially ‘filled’ bar on my ‘Game Stats’ page but I am not aware of how much it increases or decreases or, where it rests at.

The 150 number i said was the points I got after finishing a race in the FIA Championship, not how much my bar SR bar progressed.
And you can see how many points you have in a championship after entering the Championship menu and going in “Point Rankings” if i remember correctly, im not on atm lol
But the thread below deserves a GTP award for best title, because the author did not only have a keyboard where caps lock hasn't been smashed so hard that it's permanently stuck, but also spent some effort on describing the topic:
I'm sorry but a points system in a racing game based on DR is fundamentally flawed (maybe too harsh descriotion). For lack of a better analogy that allows the rich to get richer and so on. I could see a multiplier for SR as more rationale , but even so, the way it stands a rating that has nothing to do with a particular race influences the reward. There are no "victories" to be had for those that are not necessarily the fastest everytime but are favorably consistent. Maybe if I was confident the matchmaking actually works, but not so sure sometimes.
E.g. why am I in a race with an A S Rated Doodle when I first started out as E B? Wonky, but then again I'm no mathematician.
