I think the lat two won England caps but I'm not sure. I know Osman hasn't.
 
Osman hasn't won a cap, but he isn't the highest PL scorer not to win one.

I think it will be someone like Joachim or a Wimbledon type player, from that early era. It certainly won't be modern as anyone can get called up. *cough cough Andy Carroll*

Just for clarity, he never won a cap for the England first team, not counting junior teams.
 
Tim Cahill? I think under the Granny Rule he could play for England.

I was thinking of Chris Sutton, but I think he may have sneaked some caps somewhere.

So I'll say Kevin Campbell. He's worked for me before, not sure if he's been capped though.

Correct, Kevin Campbell is the one. He did actually make a few appearances for the U21 team and the England B team, but never got the call up for the first team.
 
Kevin Campbell seems to be the stock answer! Have to use him instead of 42 now.
