I think it's just been enhanced to blur the surroundings and emphasize the car.

PROOF. We've even decrypted the files of GT3 on the research thread and found names for the vehicle. However, there was another Bugatti to be in GT3, the old veyron concept (including a Diablo road car too). There would have been a chance of having this as a Standard Car!
