Can trade twice before and after PSN reset?

I'm confused, I heard that you can trade a car before and after PSN resets, which the reset is at 5 pm here in California. Can someone clear this up for me? 💡

You trade at the end of one day and the start of another day.

If you trade before reset 5 your time then after 5 your time you will not be able to trade until after 5 tomorrow your time. Once per day. Day starting at 5 your time.
