The only ticket which may NOT be able to be traded is the level 24 ticket, as it will always contain a car worth more than the trading ban. It would be interesting to see if the game actually didn't allow you to trade the tickets based on what is inside the ticket (even if its not known). This could be a simple way to determine if the car inside the ticket is valuable.

Being that the ticket itself has no value, it will be possible to trade them. This is all weighing on whether they specifically deny the high-end tickets (21, 24).

In theory, all tickets barring the ones won in Special Events (non-X Challenge) and the level 5 (maybe level 9 as well?) ticket can contain a forbidden car.
