Can you cheat in Gt7?

Recently I played in a private lobby and guys accused each other of cheating. I asked if you can even cheat in GT and that guy said, yes you can. Though I've never heard of it.
Then I opened a lobby for 700 PP road cars at Tokio Clockwise and there was that guy who was always 6 to 7 seconds faster. I'm not the best driver, but not that bad either. So is he just that good (DR E though), or can you actually cheat?

His lap time was 1:57, Tokio East clockwise, 700 PP road cars

DR E isn't a proper driver rating, it's a temporary rank for anybody who hasn't done 5 races in sport mode so I wouldn't read too much into that. It's not possible to "cheat" in the traditional sense but the PP system is pretty awful for balancing cars and fairly easy to break, especially with engine swaps and tuning. I suspect that is what they had done to be so much faster.

I turned off engine swaps, but what can you tune to gain an advantage? I never bothered to mess with the settings, except aero.

I avoid the tuning races so don't know for sure but everything that is adjustable should give some kind of advantage, either pace or driveability, the suspension especially seems important. If I ever need to tune I just copy the settings from YouTube or the tuning section on here.

"Cheat" is a broad term, but in the manner you describe the answer is no.

He just had a tune better than everyone else's. That's what you get with PP-limited tuning races.

Now, look at this :

First of all, I'm not claiming I'm a great driver. I've never run that combo before and after only 3 laps I'm close to the target already, although I'm far from used to the task. And what's more, the setup of my 699 PP Ford GT '17 for sure isn't optimal. Guess within an hour I'd break into the 56s ...

In order to cheat, first one must establish the rules!

If your only rule was "road cars under 700PP", good luck.

Cheating does not happen in GT7. Exploiting, maybe, but that's the fault of whoever made the rules. In a lobby where there's a PP limit, there will always be Meta cars, even without engine swaps.

And among those who pick meta cars, there's ways to get every last ounce out of them. As an example you can max the rear downforce and run the front much lower. It reduces the PP rating, allows you to run more power, and you have an ultra stable car with more power.

In other situations, you can fit upgrades that don't increase the redline. This keeps the car's redline the same, and thus top speed. Some cars can have more power with not much in the way of a PP boost this way. Muscle cars are a good example. The classic Dodge Charger can run nearly 1000hp on RH tyres at 700PP.
