Can't turn off traction control?

I drove a Lotus F1 with traction control turned off but it can't even spin the wheels in first gear. Is this normal?

Can't seem to turn it fully off either.
I'm on PS4 and even when I cycle through the TC modes with L1 and select off, the car still doesn't give maximum throttle response in first gear. It's as if it is being controlled by TC.

Driving with a DS4 by the way.

I have often been puzzled by this myself. Many cars simply won't spin their rear wheels from a standstill and it's not a matter of switching off traction control.

Maybe it has something to do with automatic clutch? Can people that have a cluth make the wheels spin from a standstill?
