The only thing he's saying Chaccaron Maccaron. Everything else, "bublalalalsalalallalalal".....Funny though.

I'd be willing to bet it's a joke though on American hip hop. The style of the camera editing just says, "LOL at this!"
Just as I thought.

In Chacarron, El Chombo appears to mock the reggaeton style of music - instead of reciting words over the traditional reggaeton style beat and backing, he slurs an incomprehensible stream of noise before breaking into the chorus in which the only two distinguishable "words" are "Chacarron" and "Macarron".
