Change handling by torque distribution

What values do I need to set it at to get better or worse steering?

Does more torque to the back mean better handling or worse.

Please write in the format of
F:(value) R:(value)
F being front and R being rear.
 
Do you mean with the center diff on AWD cars?

There isn't really an answer for that. More towards the front will give you more of a FWD feeling, and more to the rear will give you a more RWD feel. It's not really "better" or "worse" it's just different depending on what you prefer.

Generally I set it to around 30/70 (front/rear) and move around from there.

Yes what he said. Pretty much if you put the torque higher towards the front you'll get more understeering which FWD cars have, even though 4WD have a bit of understeering already. If you put torque on back you get more oversteering that RWD drivetrain cars have, which is probably what your aiming for, but not too much unless you want to have throttle control corners a lot or else you'll spin out easily.

But its all personal preferences, its whats good for YOU
